2017/2018 Chinese Government Scholarship( Bilateral Program) is now open for application

The Chinese Consulate General in Los Angeles invites U.S. citizens from Arizona, Southern California, Hawaii, New Mexico and American Pacific Islands to apply for the Chinese Government Scholarship ( Bilateral Program). The agency number for the Chinese Consulate General in Los Angeles is 8403. Application deadline is March 31, 2017.

Introduction to the Chinese Government Scholarship-Bilateral Program

In order to promote the mutual understanding, cooperation and exchanges in various fields between China and other countries, the Chinese government has set up a series of scholarship programs to sponsor international students, teachers and scholars to study and conduct research in Chinese universities. China Scholarship Council (hereinafter referred to as CSC), entrusted by the Ministry of Education of the People’s Republic of China (hereinafter referred to as MOE), is responsible for the enrollment and the administration of Chinese Government Scholarship programs.

For the academic year of 2017/2018, the Chinese Government Scholarship (Bilateral Program) will provide full scholarships who wish to study in China for bachelor, master or doctoral degrees, general scholars and senior scholars, of which applications higher than bachelor degree are preferred. The scholarship will cover the fees for tuition, accommodation, living allowance, and comprehensive medical insurance. Please note that the international travel costs shall be borne by the U.S. students.

Undergraduate scholarship recipients must register for Chinese-taught credit courses. Graduate and non-degree scholarship students can register for either the Chinese-taught program or the English-taught program if applicable.  2. Scholarship Coverage

1) Tuition waiver. Tuition funds will be comprehensively used by the host university. It may cover scholarship students’ education, administration costs and expenditures to support student activities.

2) Accommodation:free university dormitory or accommodation subsidy. If the host university requires students to live on campus, the university will accommodate the scholarship students in a university dormitory (usually a twin room); if the host university permits students to live off campus, the university will provide monthly/quarterly accommodation subsidy:
undergraduate students (preppies), master’s students(general scholars): CNY 700 per month;
doctoral students (senior scholars): CNY 1000 per month.

3)Stipend
--Undergraduate students: CNY 2,500 per month;
--Master’s students/general scholars: CNY 3,000 per month;
--Doctoral students/senior scholars: CNY 3,500 per month.

Within the scholarship duration, registered scholarship students will receive a stipend from their host university each month. Students registering on or before the 15th of the month will receive a full stipend of that month. Those who register after the 15th of the month will receive a half stipend of that month. Graduating students will receive stipend until half month after the graduation date. If registered student stays out of China for more than 15 days due to a personal reason (school holidays excluded), his stipend will be stopped during his leaving.

4) Comprehensive medical insurance. (Please visit http://www.csc.edu.cn/studyinchina or http://www.campuschina.org and refer to Comprehensive Insurance & Protection Scheme for Foreigners Staying in China for insurance policy.)

Eligibility: To be eligible, applicants must

-- be a U.S. citizen, and be in good health.
-- be a high school graduate under the age of 25 when applying for undergraduate programs;
-- be a bachelor’s degree holder under the age of 35 when applying for master’s programs;
-- be a master’s degree holder under the age of 40 when applying for doctoral programs;
-- be under the age of 45 and have completed at least two years of undergraduate study when applying for general scholar programs;
-- be a master’s degree holder or an associate professor (or above) under the age of 50 when applying for senior scholar programs.

Application Documents (in duplicate)

Applicants must provide the following full package of application documents (in duplicate) to the Chinese Consulate General in Los Angeles before Mach 31, 2017. Documents that are incomplete, untrue or fail to meet the requirements will not be accepted. Application documents will not be returned regardless of the result of application.

1) Application Form for Chinese Government Scholarship(in Chinese or English).

2)Notarized highest diploma (photocopy): Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.

3) Academic transcripts: Transcripts in languages other than Chinese or English must be attached with notarized Chinese or English translations.

4) A Study Plan or Research Proposal in Chinese or English. (A minimum of 200 words for undergraduates, 500 words for non-degree students, and 800 words for postgraduates.)

5) Recommendation letters: Applicants for graduate programs or senior scholar programs must submit two letters of recommendation in Chinese or English from professors or associate professors.

6) Applicants for music studies are requested to submit a CD of their own works. Applicants for fine arts programs must submit a CD of their own works which include two sketches, two color paintings and two other works.

7) Applicants under the age of 18 should submit the valid documents of their legal guardians in China.

8) Applicants planning to stay in China for more than 6 months must submit a photocopy of the Foreigner Physical Examination Form ( 外国人体格检查表FOREIGNER PHYSICAL EXAMINATION FORM.pdf)completed in English (the original copy should be kept by the applicant ). The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take physical examination as the result is valid for only 6 months.

9) Applicants with Admission Letter from designated universities should enclose the letter in the application package.

10) Applicants with valid HSK Certificate should enclose it in the application package.

11)Applicants who are enrolled in Chinese universities in the 2016/2017 academic year should enclose the permission letter to continue their study issued by their host universities.

Placement

Qualified applications will be sent to universities for placement. Based on various factors, such as the host university's teaching capacity, study length and applicants' criteria, CSC reserves the right to make necessary adjustments or changes to the candidate's host university, field of study, supporting categories and duration of scholarship. Applications enclosed with the Pre-admission Letter will be sent to the universities who issued that Letter for placement confirmation.

Admission & Registration

Scholarship winners will get the admission package from the Chinese Consulate General in Los Angeles by the end of July, 2017 or early August, and must register at the host university before the deadline which is usually September, 2017. If applicants fail to register before the deadline for registration, their scholarship will not be reserved.

Instructions of the Chinese Government Scholarship Online Application System for International Students

Step 1: Visit http://www.csc.edu.cn/studyinchina or www.campuschina.org and click “Application Online for International Students”.
Step 2: Read “Tips for online application” carefully before clicking “NEXT” to the registration page.

Step 3: Log in with your user name and password. For new user, please click “Create an account” for registration.

Step4: Fill in the correct Program category and Agency number. An Agency Number represents a specific application receiving agency and a correct choice of Program Category is necessary before filling in the Agency Number. Please make sure you fill it in correctly, otherwise you will not be able to continue your online application or your application will not be accepted.

Your “Program category” is: Type A and “Agency number” is: 8403. Once the correct “Agency Number” is entered, the name of the agency will automatically emerge.

Step 5: Fill in the Online Application Form and Upload Supporting Documents truly, correctly and completely following the steps listed on the left of the page. Applicants are required to select a discipline before choosing their majors. Please refer to the Disciplines Index, which could be downloaded from Help, if you have any doubt about the disciplines and majors.

Step 6: Check each part of your Application carefully before submitting it. Click Submit to submit your Application.

Step 7: You can make changes to your application by clicking Withdraw and Edit the Application on the top of the page. But make sure to submit it again by clicking Submit after finishing all the changes. Otherwise, the retrieved application will become invalid and your new application will not be received either.

Step 8: Download the completed Application Form by clicking Print the Application Form and print two hard copies.

Step 9: Prepare other supporting documents as required and send the full package of application documents (in duplicate) to the dispatching authorities.
